The Appleton Area School District received a policy presentation on proposed changes to records retention and public‑records procedures. Assistant Superintendent Sherry Garvey said the revisions, informed by the Wisconsin Association of School Boards (WASB), consolidate existing retention guidance into a new policy (8‑22), update the district’s open‑records notice (Exhibit A) and revise procedural rules (policy 8‑23).
Garvey said the changes further define the role of the district’s legal custodian of records and clarify what constitutes a public record versus working drafts and internal notes. “It’s important that we define that for those that are requesting because then we can refer to the policy to say this is not defined as a public record,” Garvey said.
Garvey explained practical procedures, including how the district acknowledges requests, assesses whether records exist, determines the level of staff required to locate records and calculates location or production fees. She noted the district relies on Department of Justice guidance for allowable fees and that the district often waives or reduces fees in practice. In response to a board question, Garvey confirmed public materials that are already posted (for example, documents on BoardDocs) may be provided directly by a board member as a courtesy or by directing requestors to the public posting.
Board members raised clarifying issues. One member noted a typographical error in the draft that listed the district office hours as “8AM to 4AM”; staff agreed to correct it to PM. Another asked whether the exhibit should include the executive director of finance title; staff agreed to add any necessary role titles. Garvey said the district would continue to monitor linked schedules and update links as needed.
Timing: Garvey said the sequence of policy updates requires this records policy to be addressed before related student‑records policy changes; the revised policies and exhibit will be presented for action at the Feb. 25 meeting.
