Kenosha board votes to terminate KTEC charter, convert school to Lakeview K–8 Academy

The Kenosha Unified School District No. 1 board of education voted Thursday to terminate the charter school contract with the Kenosha School of Technology and Enhanced Curriculum (KTEC) and convert the program to a district choice pre-K–8 school to be named Lakeview K–8 Academy.
The action, moved and seconded during a special meeting, was adopted after the board read a resolution that sets the termination effective date and directs district administration to take steps needed to effectuate the change. The resolution states the termination is effective January 24, 2025, and also includes a provision saying the conversion to a district choice school would be effective for second semester on January 27, 2025.
The resolution says the board and KTEC reached a tentative mutual termination agreement under the charter contract’s termination provisions. It cites Wisconsin Statutes 118.4 as authority for the original charter contract and records concerns the board found relating to commingling of funds between KTEC and an independent charter high school operated under the same name. The resolution directs the district to remove KTEC’s instrumentality charter status, convert the program to a KUSD choice school serving pre-K through eighth grade, and to continue using the existing state reporting numbers for school accountability.
The board also included language guaranteeing that currently enrolled KTEC students, including those admitted under the charter’s enrollment process, retain their enrollment offers at the new Lakeview K–8 Academy for the remainder of the 2024–25 school year. The resolution grants district administration authority to take “all other action appropriate and necessary” to implement the termination and conversion.
During the meeting Dr. Weiss described that the current charter contract dated July 1, 2023, had a five-year term through June 30, 2028, and that the contract itself includes a mutual-termination option. The board read and adopted the formal resolution in open session; the chair announced the motion passed after members present responded “aye.”
The board did not provide a roll-call vote count in the meeting record; the chair verbally stated an affirmative vote and declared the motion passed. The resolution is recorded as adopted at the board’s January 16, 2025, special meeting.
The district will present implementation details and any associated transition steps to the board as administration carries out the authority granted by the resolution.
