MMSD and employee groups continue handbook review; joint committee seeks consensus on 70 requested changes

Madison Metropolitan School District human resources staff told the operations work group on March 10 that an extended handbook review process is underway with multiple employee representative groups.
HR staff said subcommittees formed in October produced about 70 revision requests across four priority themes: retention; recruitment and staffing; student success and excellence; and professional learning and planning. A joint review committee with representatives from MTI, AFSCME, Trades and district administration held a multi‑hour meeting in January and has continued smaller‑group meetings; HR reported targeted sessions with Group 60/AFSCME and trades and planned a meeting with MTI the day after the operations work group meeting.
The HR presenter said the parties agreed to extend the March 15 timeline for consensus so the joint review committee could continue negotiations; HR expects items that reach agreement to be packaged in a memo for board review in April. HR said the committee prioritized requests using a shared Google spreadsheet where each representative group ranked items by priority to structure negotiations.
Board members asked about the process and whether items lacking consensus would be shared with the board; HR said it will provide the board with both items that reached agreement and a summary of items still under discussion. No handbook changes were approved at the March 10 meeting.
