Staff said the pre-application sought $28,000 to support recovery-related services and participant needs — including office supplies for participants, housing and transportation assistance, hygiene items and education/life-skills supports — that fall outside the coverage of the Criminal Justice Treatment Account (CJTA). Staff explained the grant is intended to cover recovery supports, graduation and alumni events, transportation and class fees (anger-management, parenting, domestic-violence classes) that CJTA does not typically fund.
Separately, the board reviewed requested policy language to add Parents for Parents incentives — $25 per person per month — within the recognition and miscellaneous reimbursements policy for Superior Court program participants. Commissioners asked for clarification about current funding sources, whether incentives are already budgeted in grant awards and how activity last year compared to expectations; staff said some funds from the grant (about $1,000 set aside for incentives) were available but underused and that they expected greater program activity this year.
Commissioners gave informal approval to proceed with the pre-application submissions and asked staff to clarify and clean up language in the applications (for example, distinguishing office supplies from participant recovery supports) and to return with more precise budget and billing arrangements. No formal recorded roll-call votes were shown in the transcript; staff said they would proceed with the applications and expect reimbursement if the grants are awarded.
