Titusville City Council voted March 20 to approve the meeting’s consent agenda, authorizing a collection of routine contracts, grant agreements and project amendments including a $50,000 Urban and Community Forester grant and funding for a septic-to-sewer phase of the Save the Indian River Lagoon program.
The approved packet covered multiple items listed as consent agenda items 8a through 8n; council removed item 8j from the agenda at the meeting’s start and pulled item 8h (Canaveral Heights) for separate discussion and public comment. Council approved the remainder of the consent agenda by voice vote.
The session’s public commenters included residents who spoke in favor of the urban-forestry work and sought assurances that the resulting plan would include ongoing maintenance funding. “The plan will make recommendations and then you can use that information as far as budgeting on an annual basis,” said Brad (City staff) when asked how maintenance would be funded.
Key items recorded in the consent packet and approved by council included: - Authorization for the mayor to sign an Urban and Community Forester grant (item 8g) for $50,000 to develop an urban-forestry master plan. Residents and volunteers told council the city’s recent tree-canopy assessment shows large benefits and urged follow-through on planting and maintenance. - Approval of amendment number 2 to the Save the Indian River Lagoon agreement for the septic-to-sewer project identified in the agenda as item 8m. Staff confirmed the total project cost was $1,300,000; about $786,000 would come from the SORRELL (state) funding and $583,000 from the City of Titusville’s project account. - Acceptance of the FY24 annual comprehensive financial report (item 8d).
Council members and staff said the urban-forestry plan would be used to guide future planting, prioritize city-owned sites and inform budgeting for maintenance. Residents who addressed the council emphasized that reports must be followed by implementation.
The full consent agenda text and supporting documents remain part of the city’s public record and were referenced by staff in the meeting packet.
Ending: Council moved from the consent items to the pulled agenda entries after the vote; the Canaveral Heights item was discussed and later tabled for action after the state legislative session.
