The Cedar City Council voted March 26 to award the construction contract for the Diamond Z Arena addition to Bonneville Builders in the amount of $1,848,535.
City Engineer Jonathan Stathis and councilmembers reviewed bid tabulations and alternate line items after staff found the lowest bidder included a single large line item for overhead and profit. Council members discussed options to reduce the city’s shortfall — including removing an alternate line item, shifting impact-fee account balances between parks projects, using general-fund transfers, or accepting philanthropic support — and concluded the preferred approach was to accept the low bid and pursue budget adjustments rather than rebid.
Councilman Wilkie reported a private donor had offered to cover roughly $30,000 to make up the difference, and staff described options to move money internally and complete the banquet room without reissuing the project for bid. Council voted to award the contract to Bonneville Builders for $1,848,535 and indicated staff will pursue the internal budget adjustments and donor contribution discussed at the meeting.
The contract award was approved by council vote. Staff will complete the contracting process, collect required bonds and insurance, and coordinate the preconstruction schedule with Bonneville Builders and city project managers.
