The Beloit School District Policy Committee voted Wednesday to suspend the district—s administrator continuing-education tuition reimbursement policy (Policy 223.1 and its rule) until the policy committee meeting on June 4, 2025.
Committee members discussed whether the benefit should be retired, suspended, or retained while the district addresses budget constraints. The committee approved a motion to suspend the policy "until the first policy meeting in June" (amended on the floor to specify the June 4 policy meeting); the motion carried on a voice vote reported as two ayes to one nay.
Discussion centered on three overlapping issues: the district—s budgetary capacity to fund tuition reimbursement; the presence of language in administrators— contracts that provides for reimbursement but also reserves the board—s discretion to modify or cancel the program; and the timing of any forecasts of administrators— intention to use the benefit. Several speakers said administrators had been told the benefit was on pause because it was removed from the budget; board member Amy Levy warned that telling employees they cannot use a benefit included in a signed contract could raise legal concerns.
Administration reported that two administrators had indicated plans for continuing education in an earlier forecast; those requests totaled an estimated $9,620 for the 2024—25 school year, and neither of those individuals had received reimbursement after the board removed the line item from the budget. District staff said any historical reimbursements prior to the budget decision would be handled case by case in line with contract language.
The committee directed administration to: (1) compile and provide the forecast of administrator requests for continuing-education reimbursement (the committee discussed moving the timing for that forecast earlier in the calendar to facilitate budgeting), (2) confirm which reimbursements (if any) approved in previous board communications remain outstanding, and (3) report back by the June 4 policy meeting. The committee also requested consideration of whether the program should be considered again for teachers as well as administrators.
The suspension is temporary; the committee set a follow-up date for June 4, 2025, to revisit the policy and directed staff to clarify how contract language and board policy interact when budget line items are removed.
