Beloit School District committee adopts edited third-to-fourth grade promotion policy under state guidance

The Beloit School District Policy Committee voted to approve edits to Policy 345.4 (promotion and retention) and to retire Rule 345.4-1, sending the edited policy to the full board for a first reading.

The edits were discussed in detail after staff presented the policy framework and explained that it was built from a Department of Public Instruction model and the district's Equitable Multi-Level Systems of Support (EMLSS) guidance. Board member Amy Levy moved approval of the edited policy and the retirement of the rule; a second was recorded and the committee approved the motion by voice vote.

Committee members pressed staff on several procedural points. Staff said the policy implements the minimum requirements of Wisconsin Act 20, and members asked that the policy reference state law rather than a single named statute so future legal changes would be reflected by updating the legal reference rather than rewriting policy language. Staff agreed to change the wording from a direct citation of "Wisconsin Act 20 requirements" to "Wisconsin state law requirements."

Members discussed how parents and guardians participate in promotion decisions under the district's EMLSS process. Staff said the EMLSS team at the school level develops a personalized reading plan for flagged students in cycles of approximately 10 weeks and that parents are part of the team'they are informed of progress-monitoring data and invited to give input, though day-to-day intervention steps are guided by the EMLSS process and the team'noted staff. Committee members requested that the policy spell out the acronym EMLSS ("Equitable Multi-Level Systems of Support") at first use; staff agreed.

Committee members also asked for clarity on where the EMLSS guidebook resides and whether families would be able to access it. Staff said the guide is housed in the district curriculum warehouse for staff access and that they would look into providing a family-facing version or link for transparency. Staff and board members agreed that the district should post the promotion/retention process on the district website as a family reference.

The committee removed a proposed appeals section after staff cited the state guidance: if the school or district recommends retention but the parent or guardian does not consent, the student is promoted regardless of other factors. Following that guidance, committee members agreed that the standalone appeal process language was inconsistent with state guidance and should be deleted.

Board members also discussed supports the district will provide for students identified for retention, including student services interventions intended to mitigate social and mental-health impacts. Staff confirmed student services would be involved in communicating supports.

The committee recorded a motion to approve Policy 345.4 as edited and retire Rule 345.4-1; the motion passed by voice vote and the item was moved to the full board for first reading.

The committee also noted the state statute requires districts to adopt a promotion policy by July 1; staff said the statute and related state guidance remain subject to change and that districts must balance an adopted policy against ongoing state clarifications.

Looking forward, staff and board members agreed to (1) spell out EMLSS in the policy, (2) clarify where the EMLSS guidebook is available and whether a family-facing reference can be posted, and (3) keep the policy language tied to Wisconsin state law rather than a single named guidance document so future legal changes can be accommodated without reworking the policy text.
