Selectmen accept resignation, approve appointments, hire building inspector and OK Girl Scout ‘Free Little Library’

The Candia Board of Selectmen on Feb. 24 took several administrative actions: it accepted a selectman’s resignation, approved an appointment to the Candia Fire Department, reappointed a trustee for the Smith’s Building, confirmed the town hired a new building inspector, and approved a Girl Scouts “Free Little Library” at Moore Park.
The board accepted the resignation of Selectman Bob Donovan, effective Feb. 22, 2025, after a motion and second. The meeting record shows the motion passed by voice vote; a numerical roll call was not recorded in the audio.
On a recommendation from town staff and Chief Young, the board approved the appointment of Joseph Thomas O'Keefe of Manchester to the Candia Fire Department. The motion was moved and seconded and approved by voice vote.
The board reappointed Carla Penfield as a trustee for Smith’s Building after a motion and second; members approved the reappointment by voice vote.
Town officials announced they have hired William Dinsmore as building inspector. Selectmen said Dinsmore began work and had already performed inspections the prior week; they noted he previously worked as a building inspector in other municipalities. The board discussed ongoing vacant positions in land use and administrative offices and scheduled interviews for an applicant, with members suggesting a Thursday afternoon time around 3 p.m.
The board approved a Girl Scouts proposal to install a Free Little Library at Moore Park near the play area and pavilion. Selectmen discussed a plan for periodic volunteer checks of the box and suggested positioning the unit under cover to protect books; the motion to approve the project and related community-tour activities for the scouts carried by voice vote.
During the meeting there was also an extended discussion about a roof-repair contract and a deposit the trustees of a trust fund must process. Selectmen noted a contract figure had been shown in prior materials as about $19,000 the previous year and approximately $21,000 this year for a roof item. At one point larger figures were referenced in the discussion (values reported orally during the meeting as about $707,200 and $727,200), and selectmen said they would sign documents so the trustees could process the payment; the meeting record shows some confusion about which amounts were on which documents. The board asked town staff to ensure the paperwork and signatures are available so trustees can reimburse the town; members said trustees' processing of invoices can take about six weeks.
Other administrative items: selectmen noted a candidates’ night for local offices set for March 3 at 7 p.m. at the town library, reminded voters that the town election is Tuesday, March 11, and set the next selectmen meeting for Monday, March 4 at 6:30 p.m.
Minutes: The board moved to accept the Feb. 10 public meeting minutes and separately accepted the nonpublic meeting minutes related to a hiring matter; the nonpublic session had been sealed previously. The board said the nonpublic session resulted in hiring one individual and that the nonpublic minutes had not been published earlier but were now noted in the record.
