Board members said the move responds to a recent court ruling that, in the district's legal interpretation, treats the 2024 state-level guidance as if it "never existed," meaning the district should return to the 2020 policy framework for handling Title IX matters. The board adopted a resolution to rescind policy 2264 and adopt policy 2266, and members completed a roll-call vote to enact the change immediately.
Board members discussed training implications: the district will rely on previously used training (identified in the meeting as the Lewis and Lacey training) for administrators who have not previously completed it and will make that training available to new administrators. District staff noted that the rescission is being forwarded to the district's policy processor, Neola, for formal processing.
Because the board enacted the resolution at the meeting, staff said the rescinded policy would be replaced in the district policy set as the district transmits the action to Neola; the board also observed that normal procedure for policy changes would be a motion for a first reading and a subsequent final vote, but the legal interpretation led them to enact the resolution immediately.
The formal roll-call vote was recorded as: Yi ' yes; Shannon ' yes; Josh ' yes; Katie ' yes; Larry ' yes; and the presiding board member voted yes. The motion carried.
District staff indicated that Jeff, Kelly, Gina and Sarah had been involved in prior conversations that informed the board's work on the policy; the meeting record shows staff will continue training and implementation work under the re-adopted policy. The board did not expand on any immediate changes to incident-response procedures beyond returning to the previously used training and policy language.
The board chair indicated the resolution would be processed immediately and brought back through the district's standard policy cycle for formal documentation.
The Title IX action closed the board's policy discussion for the night; several board members thanked staff for the background and for coordinating follow-up training obligations.
