EDA, staff discuss First Homes lot transfer, Pure Rock and dispensary inquiries

City staff reported that the down payment for the lot near the water tower intended for First Homes Land Trust is being held in the Vail subdivision account and that the city—s current plan is to transfer the lot directly to First Homes rather than retain county involvement.

"The goal is to just transfer it directly to the first homes folks instead of having the county involved," the city manager said, describing recent meetings and staffing turnover at a partner agency that left some outstanding handoffs. Staff noted the lot—s sewer, water and utility assessments make higher unit density potentially more feasible; staff suggested increasing the original plan from six townhomes to eight to spread assessment costs across more units.

Members also discussed a business recruitment lead: Ryan Utterback (associated with Chip Shot and Pure Rock Studios) is reportedly considering a different location for Pure Rock Studios and may test a 12-month lease arrangement. One board member, speaking from long experience with Utterback, described him as "a good solid individual" and praised his studio and community-focused music instruction.

Separately, staff said a local business owner who operates two CBD shops in Rochester had contacted the city about a possible marijuana dispensary application; staff advised that county ordinance setbacks (distance from schools, churches and child-care centers) and state licensing determine viable locations. The city council has chosen not to pursue a municipal dispensary at this time.

Staff said discussions with First Homes and the interested businesses are ongoing and that another meeting with the First Homes group is likely in late April or early May.
