City Administrator Tim updated the Kasson City Council on several administrative projects during the April 1 meeting.
Tim said the city plans to implement ClearGov’s digital budget‑book product to improve public transparency and visualization of the budget. Staff intends to begin implementation in April and have the budget book ready for the July–August budget cycle; the rollout will begin with the budget‑book module and the city will evaluate additional ClearGov modules later.
Tim also summarized a sidewalk improvement district approach used by Rochester and noted the state has a separate sidewalk‑improvement authority that some cities are using; he said a broader special‑district authority for streets exists in League proposals that has not yet been enacted by the legislature.
On capital projects, staff reported the mayor and administrator signed the water‑tower contract that evening. City engineering staff described a construction schedule that phases infrastructure (base construction and site work) through summer and fall, with tower erection and painting slated across winter 2025–26 and painting in 2026. Staff said they had coordinated with the fire chief and did not anticipate operational impacts to emergency services during the work.
Tim also reminded the public that the city website offers an e‑notify subscription service for notices and that staff will pursue broader outreach to promote the tool.
