Council approves preliminary plat for Oscar Meadows Second, with conditions

The Kasson City Council on April 1 approved the preliminary plat for Oscar Meadows Second, a planned addition to the Oscar Meadows subdivision that will add about 41 lots on the subdivision’s north side.
The approval came after planning staff described four conditions required before final plat recording: payment of development fees; dedication of a West-side trail corridor in lieu of the usual parkland dedication fee; submission of a geotechnical report, drainage calculations and construction plans for Sixteenth Street Northwest for the city engineer’s review; and updating the plat to address comments and bring a few undersized lots in Block 5 into compliance with city code.
Planning staff said the trail dedication will be treated as comparable value to the parkland dedication, so the developer is not being charged the parkland fee for this phase. Staff also noted some lots in Block 5 are “just too small” under the code; developer representative Mr. Bigelow indicated he understands the need to adjust those lot sizes before final recording.
Councilmember Paul moved approval; Councilmember Brian seconded. The council voted in favor and the motion carried.
Planning staff and the planning commission had recommended the preliminary plat with the four conditions. No public comments were recorded on the item during the meeting.
The approval is for the preliminary plat only; the developer must meet the listed conditions before final plat recording and construction plan approval.
