Morrow County resident urges Umatilla County commissioners to review Columbia Development Authority intergovernmental agreement

Sue Oliver, a Morrow County resident, told the Umatilla County Board of Commissioners on March 26 that the county should review the Feb. 2014 intergovernmental agreement (IGA) governing the Columbia Development Authority and instruct its representative on that board to correct alleged procedural failures.
Oliver said she had attended meetings of signatory parties and asked the county to examine whether the authority is complying with the IGA. "I am requesting here today . . . that you review that agreement, the requirements of that agreement, and start giving instructions to your representative to that board to start fixing things," she said.
Oliver told commissioners she believes some IGA obligations are not being met, including regular quarterly meetings, election procedures and statutory public meeting requirements. She said one annual report was received last year but indicated other required reporting and meeting schedules may not have been followed. She acknowledged litigation involving the authority but said some governance fixes could be made without affecting the litigation.
Oliver said she had raised the matter with other signatory boards and with county officials at recent meetings, and that she plans to present the request to other local bodies. She cited advice from U.S. Sen. Jeff Merkley as motivation for increased civic oversight.
The board did not take formal action on the request during the meeting. Commissioners acknowledged the comment and moved on to scheduled business.
