Council keeps Little League concession arrangement for another year, will review park use and noise concerns

City staff estimated the annual cost of mowing, field drag/lining, porta-potty and utilities at about $12,000 per year and described in-kind support (insurance, water and electric for Little League uses) the city has provided. Council members and community emails received by staff showed most residents prefer Little League keep concession access for the coming season.
Little League (new leadership in its second year) told council it has volunteer-capacity limits that constrain expanded concession hours. City staff and council discussed allowing food trucks or a private vendor for limited hours, but council asked staff to develop standards and collect vendor interest before changing the arrangement.
Noise and stadium sound: Council reviewed data showing stadium/sound use in 2024 — staff reported music was played 71 times across Lake Erie College and Painesville City Schools events, occurring on 29 days. From Nov. 4, 2023, to Nov. 4, 2024, the city’s CAD records showed seven noise complaints related to Recreation Park events (some complaints referenced the stadium, others the pavilion). Staff said the school district is contractually responsible for enforcing time and volume limits where applicable and that the district has investigated and responded to complaints when they were filed.
Council direction and next steps
- Keep the Little League concession arrangement in place for the 2025 season and ask staff to convene with Little League to identify specific operating standards and event coverage.
- Staff will solicit council members’ suggestions (deadline set by staff) and provide proposed standards and a recommended approach for permitting outside vendors or food trucks if appropriate.
