Votes at a glance: Council moves multiple warrant articles to Feb. 3 deliberative session; budget and bridge items highlighted

The Bedford Town Council on Jan. 22 conducted final procedural votes on the town warrant and other business, moving multiple articles to the Feb. 3 deliberative session and recording recommendations that will appear on ballot materials. Several administrative items — including a transfer of $10,000 into the cemetery line, a $14,000 use of InvestNH funds for the Stephen Buswell community center, and two conservation commission appointments — were also approved.

Key formal actions recorded by the council (motions to move articles to the deliberative session and related recommendations) are summarized below. Beals Road bridge replacement: Town public works staff reported a bid opening produced an apparent clerical error on the low bidder’s form. The Federal Highway Administration and New Hampshire DOT review may require the town to go to the second-lowest qualified bidder. To allow for the worst-case outcome, staff recommended and council moved an amendment raising the article amount to $3,000,000 to ensure sufficient authorization; the motion to move the article passed and the council recommended the article 7–0. Public works director Jeff Foote said the town’s local share will not increase because the project is largely federally funded; the increase is an accounting measure to accommodate potential federal requirements.

Municipal operating budget and other articles: The council moved the 2025 municipal operating budget as amended to the deliberative session and recorded a 6–1 recommendation in favor. The council also moved multiple capital reserve and road-related warrant articles; most passed the move vote unanimously and carry council recommendations (values noted below).

Funding and budget items approved by the council during the meeting included: - Use of Invest New Hampshire funds not to exceed $14,000 for the Stephen Buswell Community Center operating assistance (motion passed 7–0). - A transfer of $10,000 from the field maintenance line to the cemeteries line to address cemetery maintenance shortfalls (motion passed 7–0).

Appointments and other business: The council appointed Brian Labrie as a regular member of the Conservation Commission (term adjusted to expire 2026) and appointed Erin Crowley as an alternate member (term to expire May 1, 2025); both motions passed by the council.
