Committee hears technical amendment to codify temporary provision in Title 20

Legislative counsel described Representative Byron's amendment to move a session-law provision into Title 20 of the Vermont Statutes Annotated so the program is codified rather than remaining in session law.
Legislative counsel told the Government Operations & Military Affairs committee that Representative Byron offered a technical amendment to move a provision from session law into the Vermont Statutes Annotated.
"It is technical. Purely technical," Tucker Anderson said, describing the change to section 7 of the bill. Anderson said that the provision as passed had become an enduring program and therefore should be codified in Title 20 rather than left as a session law entry. "Representative Byron's amendment goes into that section 7, designates this as set, 20 VSA section 52 and gives it a section heading. And that's all that it does. It doesn't touch any of the operative provisions within there. It just makes sure that it gets a spot in title 20 so they can be found in the future," Anderson said.
Committee members framed the amendment as administrative drafting to ensure the provision is discoverable in the statutory code rather than buried in session law volumes.
No formal vote on the Byron amendment was recorded during the discussion.
