The Placer County Planning Commission on April 3 approved modifications to the Placer Commerce Center master conditional use permit and phased vesting tentative subdivision map, and granted a 24‑month extension to the project entitlements, moving the expiration date to Dec. 13, 2027.
Staff said the changes add one driveway on Athens Avenue and four new right‑in/right‑out encroachments on Foothills Boulevard North, alter road and frontage improvement designs and adjust the project's phasing. Jared Peters, associate planner, told the commission the changes require a second addendum to the previously certified Sunset Area Plan/Placer Ranch specific plan environmental impact report and added one mitigation measure: preconstruction surveys for a bumblebee species not covered in the original entitlement.
Peters said the project owner, PW Fund B Development LLC, and its agent, Buzz Oats Construction, have already submitted improvement plans for required sewer and road work but plan review is contingent on the permit modification. Sheridan Evans, development manager for Buzz Oats Construction, told commissioners construction of the Sunset Area Plan East gravity sewer trunk is underway and that road improvements are planned later this year.
Commissioners questioned how vesting will occur for the phased tentative maps and how the 24‑month extension would interact with state law limits for subdivision vesting. Peters explained the conditional use permit vests when the applicant records its first small‑lot final map; each recorded small‑lot map extends the tentative map lifespan by 48 months (up to a 10‑year cap set by state law). The extension approved on April 3 advances the project entitlement expiration by 24 months to Dec. 13, 2027.
The commission approved four separate staff recommendations—adoption of the second Placer Commerce Center EIR addendum; modification of the master conditional use permit; modification of the phased vesting tentative subdivision map; and the 24‑month extension of time—by roll call. All voting commissioners voted in favor on each item.
The modified conditions require off‑site improvements, timing and funding mechanisms for stormwater retention, provisions for night work where necessary, coordination of Community Facilities District/County Service Area annexation timing, and the newly required preconstruction bumblebee surveys. Peters said the phasing plan allows the planning director discretion to adjust phases under the plan’s “market flexibility” provisions and that no additional square footage is requested with this modification.
Commission Chair Dahlgren closed public comment after staff said none was received for this item. The commission’s approvals make the modifications effective and allow the applicant to proceed with plan review and ongoing infrastructure work under the revised schedule.
