Council repurposes $20,000 in seat funds amid transparency concerns

"I'm concerned this resolution lacks the specificity required in order to meet the standards of the truth of government clause," Councilwoman Powell said during the discussion, asking for a clearer breakdown of initiatives, timelines, and measurable outcomes and raising the possibility that repurposed funds should instead be used for youth STEM programming. "The vagueness ... opens the door to perception of financial misuse."
Councilwoman Linda Julian said that repurposing seat funds to community events and initiatives is a routine practice and that presenting the item to the council was an act of transparency. "Coming before this body and coming before the city of Miami Gardens residents, I am being very transparent in my item to say, hey, I would like to use these funds for other city initiatives," Julian said.
The resolution moves the $20,000 and does not specify a single event; the sponsor and some council members said portions of previous seat funds had already supported youth events such as the Miami Gardens Youth Music Festival. The council did not adopt additional guardrails or program-level reporting language during the vote; Powell said she could not support the item in its current form.
Vote: motion passed 5-1. The resolution will be implemented by staff under guidance of the sponsor's office; Councilwoman Powell asked staff to provide clearer descriptions when seats reallocate funds going forward.
