The Porter County Redevelopment Commission adopted its 2025 budget at its Dec. 18 meeting and reviewed several specific line items and program commitments, including ongoing use of tax-increment financing (TIF) revenue as the primary recurring funding source.
Mary Jane Fong, identified in discussion as a county staff member who manages budget materials, explained line items and the limited outside funding available. Commissioners noted the county council provided no special funding for the RDC in 2024 or 2025; staff said recurring TIF funding for the commission is “south of about $20,000 a year.”
Board members discussed two RAMP‑related items that appeared in budget materials. Staff described a prior recommendation to fund Kiwanis storage for ramp equipment “for up to $10,000 because they lost the building that they were storing things.” Staff calculated the actual cost as approximately $3,312 per year.
Commissioners also reviewed a loan previously requested by county commissioners to renovate the Sheriff’s residence next to the Memorial Opera House. Staff said the original request was for $125,000; lease payments from the renovated property would repay the loan over five years. Meeting discussion noted about $64,000 remains in the RDC loan balance available for borrowing toward that project.
Other line items discussed included $15,000 for data processing and a budget line for contractual services (for items such as bond counsel or financial advisory work). Staff clarified that TIF consultants and municipal financial advisors are distinct roles and that contractual services would not be spent unless the commission approved specific contracts.
A member moved and a second was given to approve the 2025 budget as presented; the motion carried on a voice vote. The transcript does not record individual roll-call votes.
Staff and commissioners said that, administratively, the RDC’s approved budget will be recorded and a copy provided to the county auditor’s office as part of normal process.
