Council authorizes early procurement for Castle Rock sports development center; GMP adjusted to $74.7 million

Castle Rock Town Council approved a resolution authorizing a letter agreement with CD ACME LLC to permit early procurement for the Castle Rock Sports Development Center and to protect schedule and pricing while final guaranteed maximum price (GMP) discussions continue. Council member Brooks moved approval and Council member Davis seconded; the motion passed unanimously.

Staff described the rationale: vendors who had held pricing were signaling they could no longer hold those prices indefinitely, and early procurement for long-lead items would protect schedule and mitigate supply-chain volatility. Staff said the previous GMP estimate had been approximately $72 million with a 2.5 percent contingency; the proposed GMP cited in the presentation is $74.7 million to address current market cost volatility.

The presentation clarified the intended contracting and oversight structure: ACME (as developer/contractor) will order long-lead materials; town staff and the town—s architect will continue to review plans, submittals and quality. Staff said the project will be funded with certificates of participation (COPs) and that the town will ultimately convey the project land by special warranty deed as provided in the development agreement. Saunders Construction was identified as the primary contractor on the project team.

Councilors asked about oversight and were told the town retains inspection authority through development services and has the architect involved in construction observation. The resolution authorizing early procurement was adopted unanimously.
