Council approves amendment to SRO agreement with Douglas County School District to add officers and sergeant

Castle Rock Town Council approved a resolution authorizing the second amendment to the intergovernmental agreement (IGA) with Douglas County School District RE-1 to add school resource officers (SROs) and an additional sergeant. Council member Hollingshead moved approval and Council member Bracken seconded; the resolution passed by unanimous roll call.

Police staff described the current and proposed SRO deployment. Commander Galvan and police leadership said the town currently had seven SROs and one sergeant assigned to the district and that the amendment would add two SRO positions and one sergeant to increase school coverage. The amendment would also preserve two charter-funded SRO positions that are separately paid by charter schools.

Staff described the SRO role as providing safety and security plans, investigating threats, contributing to school crisis teams, fostering long-term positive relationships with students, and serving in informal counseling and educational roles in schools. The town and the district will cost-share the positions; staff said the district would contribute about $1,156,000 toward the combined positions and that roughly $72,000 of that figure covers startup costs such as equipment, radios, and a vehicle.

Council members expressed support for expanding coverage, and staff said the amendment would increase hours SROs can be present in schools. The resolution passed by unanimous roll call.
