The Planning Commission approved a rezone of approximately 34.07 acres from A‑1 to Plan Development Residential (PDR) and a preliminary site plan for Crosswind South, a 94‑lot single‑family subdivision in Parrish, by a 4‑0 vote.
Applicant representatives described the design as featuring three short cul‑de‑sacs, preservation of about 58% open space and no impacts to the site’s 9.25 acres of wetlands. The plan proposes sidewalks on both sides of internal roads, 20‑foot roadway buffers and wetland conservation buffers of 25 feet, with additional screening adjacent to the western property line. Staff reported the site is consistent with Res‑3/UF‑3 and surrounding planned development patterns and said public facilities are available to serve the subdivision.
Commissioners asked if secondary access was possible; the applicant said Oak Hill Way to the north is the only practical county‑maintained access and that other routes would require private property or wetland impacts. Staff noted the site is largely in the FEMA 100‑year floodplain and that any fill would require compensating storage; the applicant’s engineer described stormwater designs sized for higher rainfall guidance.
Neighbors were invited to the required neighborhood workshop; no opposition was raised at the hearing. The commission’s approval was conditioned on standard final‑site‑plan requirements, compensatory storage where fill occurs, and no wetland impacts as shown on the approved plan.
The matter will move forward to the Board of County Commissioners for final action and then to final site plan and permitting if approved.
