Council approves first amendment to Castle Rock—s 2025 budget covering transportation, water, parks and public safety projects

Castle Rock Town Council unanimously approved an ordinance adopting the first amendment to the fiscal year 2025 budget, a motion moved by Council member Davis and seconded by Council member Hollingshead. The amendment increases budgeted revenue by just over $67 million and increases expenditures by about $17.5 million, according to staff.
Pete Manger, presenting the amendment, described the high-level items included: bridge maintenance (about $500,000), Crowfoot Valley widening ($800,000), fleet additions and a replacement vehicle (roughly $1.7 million), reappropriation of Crystal Valley Interchange revenue from 2024 for use in 2025, water system capital projects including the Fifth Street water and sanitation improvements and SCADA/raw water system work, and parks and recreation expenditures that include contract administration for the sports development center (just over $1 million) and a reserve fire engine plus an additional ambulance offset by the 0.2 public safety tax.
Manger also described purchase of a vacuum truck used for sewer cleaning and hydro excavation (staff noted the capital price for the vehicle was about $318,000), and noted staff had verified funds were available for the recommended projects. Councilors expressed appreciation for the detail and for the ability to fund forward-looking projects.
The motion to approve the ordinance passed by unanimous roll call.
