The Leon Valley Planning and Zoning Commission unanimously approved on March 25 an amendment to Ordinance 2021‑54 to change the zoning of 6758 Pass Road from the previously approved PDD (with B‑3 commercial) to a Planned Development District with an R‑3 multiple‑family base zoning.
Staff told commissioners the site is physically constrained by easements and shape, making conventional commercial development difficult; the master plan contemplates mixed uses along this corridor, and staff found either of the applicant's revised site concepts compatible with the master plan. Staff recommended approval with conditions including removal of parking that backs into the public right‑of‑way, submission of a revised site plan showing exact unit and parking counts and landscape area, and condominium legal documentation at platting if the project is built as a condominium regime.
The applicant said the property already has an approved PDD that allows four‑story structures and that the revised plan responds to staff comments. The applicant presented updated materials including a drainage/detention approach (including underground detention) and a tree‑inventory and preservation plan. The developer told commissioners the revised site plan reduced estimated unit counts and removed parking in the right‑of‑way; the plan as presented included 120–145 units with 155–167 parking spaces depending on final layout, with an upper option of up to 165 units if an optional building is later added.
Commissioners moved to approve the ordinance amendment as presented; the motion passed by unanimous roll call. Staff said the item will proceed to City Council (the record shows Council consideration scheduled for April 1 and a public hearing April 15). Council will consider the PDD amendment and any associated variances.
