Planning staff said the amendments revert a 2023 change to the multifamily definition to restore prior flexibility and to clarify which design standards apply. The Planning Commission unanimously recommended approval on Feb. 11. The council vote was 7–0 (Councilmember Bialfuss: Yes; Councilmember Kennedy: Yes; Councilmember Winn: Yes; Mayor Pro Tem Reitz: Yes; Councilmember Simpson: Yes; Councilmember Stout: Yes; Mayor Herman: Yes).
Appointments
- Urban Trails Committee: Barbara Tesputin, Benaya Adams and Maureen Gerlick were appointed to three-year terms expiring June 2028. Motion passed 7–0.
- Downtown Development Authority Business Improvement District: Garrett Portra was reappointed, Afton Neal was appointed for four-year terms expiring June 2029, and Carly Hyland was appointed for a partial term expiring 2026. Motion passed 7–0.
Consent agenda
The council adopted consent agenda items 1 through 5 by unanimous vote (7–0).
Ending: The meeting concluded with the council approving the zoning text amendment on final passage and several routine appointments; council members indicated additional policy work is expected on Title 21 and on group-living issues arising under the HOME Act.
