The Rowan County Commission voted March 17 to rezone a 5.33-acre property at 1375 Deal Road from RA (rural agricultural) to NB (neighborhood business), clearing the way for the existing cylinder-head and intake-manifold manufacturing operation to become a conforming use and to pursue planned expansions.
Shane, the county planning staff member presenting the request, said the site has been in commercial use since 1988 and currently contains a roughly 5,000-square-foot manufacturing building and a single-family home. Planning staff said replacement permits were issued after a February fire and that the site’s built-upon area would remain below the watershed limit; the presentation cites a built-upon average of 9.58% of total acreage.
The property owner’s representative described the business as a precision-manufacturing operation that machines aluminum cylinder heads and intake manifolds to customer specifications. The applicant said the operation would not build engines or run dyno testing at the site. The owner’s representative said the operation currently employs seven people and expects to add as many as three employees over roughly four years, depending on machine availability.
Planning Board members recommended approval; the board’s packet noted one phone call of curiosity or opposition and no attendees at the planning-board hearing. Commissioner action included two motions: adoption of a statement of reasonableness and consistency with the West Rowan Area 3 land-use plan, and approval of rezoning case ZO1-25. Both motions passed on voice votes with no opposition recorded on the transcript.
The record submitted with the rezoning request describes the property’s commercial history (operation dating to 1988), proximity to a manufactured-home park and an industrial salvage operation a half-mile away, and the site’s designation in the county land-use plan as Area 3, where neighborhood-business zoning is encouraged along minor thoroughfares.
Commissioners did not attach additional conditions; the applicant said any further, larger expansions would require returning to the county for additional approvals.
