Council approves sole-source designation and purchase of ALPR system from Flock Safety

The Monroe City Council approved a resolution declaring Flock Safety the city’s sole-source provider for Flock Safety automatic license-plate reader (ALPR) cameras and software and authorized the mayor or designee to execute a quoted purchase for the Monroe Police Department.
Chief Jolly told council the department added the item to the 2025–26 budget and described the system as a tool to support investigations, produce alerts for stolen vehicles and provide a deterrent to crime. He cited RCW Chapter 39 as a statutory basis for sole-source procurements when a purchase is “clearly and legitimately limited to a single supplier.” Jolly said the system partners with Axon and that Flock was the available vendor for the product the department seeks.
Councilmember Walker moved to adopt the sole-source resolution naming Flock Safety; Councilmember Scarborough seconded and the motion passed 7–0. Councilmember Walker then moved to authorize the mayor or designee to execute the purchase as quoted; Councilmember Beaumont seconded and council approved the purchase 7–0.
The agenda packet and discussion listed the purchase price as $139,766.88 for the first-year package, which includes a one-time installation component and a one-year platform subscription; annual recurring platform costs were listed in the packet at approximately $66,000 for subsequent years. Council discussed the annual ongoing cost and the chief confirmed that multi-year operating costs will be a budget consideration in future years.
The chief and mayor indicated that, if the sole-source designation had not been approved, staff would have needed to proceed through competitive procurement or select alternatives; staff said they will bring vendor implementation details and policy information back to council after procurement.
