Council accepts 60% petition for Conner annexation, authorizes Boundary Review Board notice

City staff said 100% of property owners in the annexation area signed the petition; no public comments were received at the hearing.
The Monroe City Council voted unanimously Tuesday to accept a 60 percent annexation petition for property owned by John Conner and directed staff to notify the Snohomish County Boundary Review Board.
Senior Planner Bridal told council the annexation process began with a 10 percent petition submitted on Feb. 28, 2022, and that a prior council resolution set the boundaries and required indebtedness. Bridal said the most recent comprehensive plan now shows the property as Residential 1, the lowest single-family land-use designation, and that staff and the county negotiated the annexation boundary where the site abuts Tester Road and State Route 522.
Bridal said the 60 percent petition was circulated and that 100 percent of the property owners in the annexation area — in this case a single property owner — signed. Bridal also said public notice was provided and that no public comments were received at the hearing.
Councilmember Hanford moved to accept the petition and authorize staff to submit the notice of intention; Councilmember Walker seconded. The motion passed on a voice vote, “Motion passes 7 0.”
If council’s action stands, Bridal said staff will forward the notice of intention to the Boundary Review Board, which has 45 days to review. Council may then take final action to complete the annexation after the board’s review.
