Commission approves rezoning of Isabelle/Regency property from PCD to professional office

The Port Orange Planning Commission on March 27 approved an administrative rezoning that changes a commercial property at 5656 Isabelle from a Planned Commercial Development (PCD) enacted in 1995 to the city’s professional office zoning district.

Planner Penelope Cruz said the existing master development agreement for the PCD restricts uses to a narrow set — office, wholesale distributors, construction contractors’ office storage and light manual assembly — and that the property has been commercially designated on the city’s future land use map since 1985. Cruz said the rezoning to professional office is intended to provide clearer, conventional zoning rules to assist with tenant recruitment and potential redevelopment.

“The professional office district allows the same uses currently allowed on the PCD along with additional professional and personal service uses and fleet-based services,” Cruz said, and staff concluded the rezoning is consistent with the commercial future land use designation and compatible with surrounding properties.

Property owner and applicant Andrew Max, who said he purchased the property about three years ago, told the commission the change aligns the site’s zoning with current uses and city expectations and should make it easier for tenants and the public to understand permitted activities.

There was no public opposition during comment. The motion to approve the administrative rezoning passed unanimously on roll call: Stan Schmidt, Daniel Malagull, Maria Mills Bennett, Beau Bofimi and Thomas Jordan voted yes.

Next steps: the zoning map will be updated to show the property as professional office; any future redevelopment or tenant build-outs will follow the standard land development code and permit review.
