Aldermen discuss permanent Franklin Rodeo sculpture and small park at Jim Warren Park

City staff and aldermen discussed a proposal to create a permanent sculpture commemorating the Franklin Rodeo and to develop a small commemorative park at Jim Warren Park during the board’s March work session.

Alderman Baggett framed the proposal as part of the 75th Franklin Rodeo planning, saying the rodeo has long been a local tradition and noting proceeds have supported local nonprofits. Lisa (city staff) presented a high-level concept that would place a sculpture and supporting pedestrian improvements in a 1.4-acre area of Jim Warren Park that she said is visible from Highway 96 and Boyd Mill Road and currently contains the historical rodeo marker.

Staff described potential features including pedestrian access, a pocket park, landscaping, flag displays for sponsors and official flags during rodeo week, and space to stage parade participants. Staff said much of the proposed infrastructure — sidewalks, lighting and paving — could be delivered by city crews or existing on-call contracts, and asked for direction to invest more staff time to develop a fully scoped concept in coordination with the Franklin Noon Rotary Club.

Representatives from the Noon Rotary Club and the Franklin Newton Rotary Club attended and told the board they had formed a small committee to address legal, financial and artistic elements of the project. Aldermen asked about site selection and whether the Rotary supported Jim Warren Park; presenters said the Rotary had been part of early discussions and supported exploring the location given its historical role as the parade staging area.

No vote was taken. Staff said they intend to return with a more developed concept, potential cost estimates and partnering details for the board’s future review.
