Staff told the board the original bond had been set at $350,649.51 for a five-year term. New documentation and contractor quotes showed the primary repair need was a cul-de-sac and a portion of the main drive; staff presented recalculated costs that, when applied under the county's ordinance calculation (50% factor noted in staff materials), produced a revised bond figure of $216,002.31.
Commissioners discussed that the parcel's cul-de-sac had not been inspected before paving and that the uninspected section was the main area of concern. Staff reported a contractor quote from Piedmont for the repair items, but the quote's effective dates and price-validity period were not specified in the meeting record.
One commissioner moved to reduce the bond to the recalculated amount and keep the term but to count the elapsed year so the effective remaining term would be four years; that motion passed after debate. An earlier motion to reduce the term to three years failed for lack of a second.
Staff advised that the revised bond reflects the county's standard ordinance calculation applied to the updated repair estimate and that the five-year term was the original setting; the board's action modifies the dollar amount and sets the term as described.
The board asked staff to notify the developer and process the adjusted bond paperwork. Commissioners emphasized adherence to county subdivision inspection procedures and said contractors assume risk when construction proceeds without required inspections.
