Commissioners approve rezoning for Hunting Camp event venue and quail-hunting facility

The Meriwether County Board of Commissioners on March 20 approved a rezoning request to allow an event center, lodge and guided quail hunts on a 25.25-acre parcel at the corner of Manson Road and Highway 362.
Planning staff presented case P25-001, a request from 915 LLC (Joseph Penley, applicant) to rezone Parcel 186013.430.25 acres from LDR (Low-Density Residential) to A-1 (Agricultural) to permit an event venue/lodge and a quail hunting facility. The planning commission recommended approval after hearing neighbors' concerns and answers from the applicant.
The planning summary said the applicant would site the lodge and event center near the corner of Highway 362 and Manson Road and place hunting activity toward the interior of the larger property. The planning discussion noted that hunts would be guided and that, according to the applicant, no shooting would be directed toward nearby homes because the hunts would occur in the property's center and the parcel is heavily wooded.
Joseph Penley, identified as the applicant and property owner, told commissioners the project would preserve wildlife, provide guided hunting opportunities, raise the parcel's tax base and bring a small number of local jobs. “It will increase a little tax base because that 25 acres that we're having to do for the event venue… the tax base will actually increase on that a little bit,” Penley said.
No speakers registered opposition at the public hearing. After discussion, a commissioner moved to approve the rezoning; the motion passed and the board closed the public hearing.
The county planning staff and the planning commission both recommended approval. County staff noted that event centers in the county's ordinance require A-1 zoning for the proposed combination of uses.
The approval authorizes the applicant to pursue permits and other necessary approvals under A-1 zoning; commissioners did not specify additional conditions in the motion recorded in the meeting minutes.
Planning staff will follow routine permitting steps for building, land-use and event regulations under county ordinances.
