Carroll County planner briefs Hampstead commission on water-sewer master plan and master-plan outreach

Andrew from the Carroll County Department of Planning briefed the Hampstead Planning and Zoning Commission March 26 on county-level water and sewer master-plan work and master-plan outreach.
"All information that I need for Hampstead has been complete. I've been working with Jim and Tom. I'm hoping that that will come before you next month for your review for consistency with your master plan," Andrew said during his update. He said MDE is reviewing the fall 2024 amendment to the county water and sewer master plan that included Hampstead, and the county is coordinating materials for a spring 2025 amendment.
Andrew said the municipalities involved in the spring 2025 amendment include Hampstead, Taneytown, New Windsor and Union Bridge. He described recent county outreach meetings held in Westminster, Mount Airy, Taneytown, North Carroll and Eldersburg and said the county will collect public comments to inform the master-plan development. The County Bureau of Comprehensive Planning has been meeting with municipal officials and the county is forming work groups focused on agriculture, economic development and housing.
Next steps Andrew outlined: municipal consistency review by the Hampstead commission, then routine progression through the Board of County Commissioners and subsequent review by the Maryland Department of Planning and the Maryland Department of the Environment.
No formal action on the county materials was recorded at the March 26 meeting; the update was informational and the county expects to present consistency materials to the commission at a future meeting.
