Redevelopment commission approves $2,928.60 to clear past-due taxes on former farmers market lot

Bill, a staff member for the commission, told members the parcel known as the Farmers Market lot had been deeded to the Redevelopment Commission in April 2022 and later returned to the city in March 2024 but that an exemption for property taxes had not been refiled while the property was in RDC ownership.
“The request today is for $2,928.6 to be paid out of I believe, the discretionary fund, so we can get this transferred to the Community Foundation,” Bill said. He told the commission the unpaid amount covered taxes assessed back to March 2024 and that county officials told staff there was no administrative waiving of the assessment.
Commission members debated administrative follow-up and whether the cost should come from discretionary funds. A motion to adopt Resolution 2025-315 — authorizing payment not to exceed $2,928.60 to clear past-due taxes on the Fourth Street and East Market Street parcel — was moved and seconded, and the commission voted in favor.
Bill also told the commission he had prepared title work notes and an exhibit listing the parcels, though the exhibit did not appear in the version printed in the meeting packet. Commissioners asked staff to confirm the exhibit and to provide clearer documentation with the recorded resolution.
The action clears the small outstanding tax balance and allows the city to transfer title for the lot to the Community Foundation as planned. The commission directed staff to check related title and exemption paperwork for other RDC-owned properties so similar oversights do not recur.
The resolution passed on a voice vote; the meeting record does not include a roll-call tally.
