Logansport Board approves $439,117 in claims, multiple contracts, street closures and 2025 charitable roadblocks

The Logansport Board of Public Works and Safety on March 26 approved $439,117.22 in city claims and a slate of contracts, street closures and property actions that city staff said are routine parts of spring operations.
The board voted unanimously to approve claims totaling $439,117.22, which included payroll of $292,264.20, a Community Development Block Grant (CDBG) claim of $22,500 and a TIF discretionary claim of $2,928.60. Mayor Chris Martin called for the vote; Jacob Palmasoff and Levi Jones voted yes.
Board members approved several professional services agreements and vendor contracts brought by staff. Those included a translation-services agreement for Opinson/Obenson Gene Giles, an annual landscaping contract with Craig Renneman Landscaping Services for downtown tree care, and an outside-maintenance agreement with Early Lawn Care to service the police department grounds. The board also approved a Department of Natural Resources cost-share agreement for work at the field in Houston Park; that item was discussed separately during the meeting.
City staff reported and the board approved multiple street-related requests: a street-closure request for Heartland Tree Service to complete boulevard tree work, a closure and curb/street-cut applications for QC Communications to run communications lines, plus approved curb/street-cut permits for Berry Communications (4201 High Street), Perrin Fultz (200 S. on North Park), Case Construction (alley behind 1416 Liberty Street), and Peterman Brothers (121 Lehi Linden).
Community Development brought a demolition request for 417 13th Street (condemned July 2022, recorded February 2023). The board approved demolition authority and set a 45-day period during which the current owner may submit a plan or estimate to complete removal; if the owner does not act the city will solicit bids to perform the demolition.
The board also approved the schedule of charitable roadblocks for 2025. Staff listed dates for nonprofit organizations including Habitat for Humanity (April 18–19), Logansport Girls Softball (April 25–26), Civic Players of Logansport (May 9–10), Cass County Humane Society (May 16–17), and other groups through September; roadblocks are set at Fourth and Broadway, weekdays 11 a.m.–3 p.m. and Saturdays 9 a.m.–1 p.m.
Code enforcement staff presented weekly data and the board approved several property-cleanup orders (see separate coverage on code enforcement). The board accepted the resignation of Officer Quinn McGovern from the police department, effective close of business March 27, 2025, and proclaimed April 2025 as Habitat for Humanity Month in Logansport.
