The applicant, Rachel Petit, the owner of the hospital that houses the trailer, told commissioners the mobile unit was introduced because veterinary surgeons needed CT-enabled space and a mobile unit was the practical option. Petit said she consulted the city at the time and was told the trailer could be parked on the property and that neighbors initially agreed.
