Commission approves resolution letting city manager sign outside-agency permit applications

The Coconut Creek City Commission approved Resolution 2024-48 authorizing the city manager or her designee to sign outside-agency permit applications that may bind the city or grant access to city property.

Public Works staff told the commission that recent changes in permit language — notably from the Florida Department of Environmental Protection — require a corporate representative to sign documents that bind the city and authorize property access for permit-related work. Public Works listed the types of applications affected, including stormwater permits, submerged lands use, underground storage tank permits and elevator permits.

Public Works representative Harry briefed the commission: “Some of the permit language has recently changed, particularly Florida Department of Environmental Protection. ... the appropriate course of action was to present this resolution authorizing the city manager or her designee to sign these permit applications.” The commission asked no further substantive questions and voted to adopt the resolution.

Roll-call votes recorded as yes by Commissioner Riedell, Commissioner Welch, Commissioner Brody, Vice Mayor Wasserman and Mayor Raley; outcome: approved. The resolution authorizes the city manager or a designated city employee to sign identified outside-agency permit applications on behalf of the city, subject to existing legal review.

The staff report noted that the change is intended to avoid project delays caused by updated agency forms and to clarify who may authorize physical access to city-owned property during permit-related work.
