Planning commission recommends Arnold Mill Road "hamlet" overlay and map amendment, removes one parcel after questioning

The Planning Commission on March 26 recommended approval of an overlay zoning amendment establishing a new Arnold Mill Road hamlet (RZ2501) to implement a small‑area plan for two activity nodes along Arnold Mill Road, with a direction to staff to remove one parcel from the hamlet map.
Consultants and staff presented the small‑area plan and the draft overlay, which aims to preserve the corridor’s rural character while providing site and building standards for two nodes near Cox Road and Chadwick Road. The proposal does not change underlying base zoning or sewer policy but would establish design standards, revised rural‑viewshed setbacks and a set of incentives to allow a more compact, node‑style development pattern in limited areas.
Key features described by the consultant included: a corridor vision for a widened, treed median and multiuse trail if the state (GDOT) ever implements a road project; an increased residential rural viewshed from 60 to 100 feet inside the hamlet nodes; optional narrower lot widths to encourage preserved open space internal to developments; and stricter sign and architectural standards for nonresidential uses. Staff said the overlay is intended to be density‑neutral and would not rezone property automatically; it would create standards that apply if and when property owners pursue future development or rezoning.
Commissioners debated technical boundary questions and whether the hamlet rules or the existing Rural Milton overlay should prevail where standards conflict. Commissioners endorsed the idea that the Arnold Mill Hamlet standards should govern within the hamlet (option C in staff materials) rather than allowing applicants to choose the least restrictive standard. Several commissioners also questioned why one parcel that fronts New Providence Road had been included in the hamlet boundary; staff agreed to remove that particular parcel from the hamlet map and to note the change in the concept maps so the regulating plan and text align.
The commission voted to recommend approval of RZ2501 as amended; the final recommendation was recorded as 4‑0 with one commissioner recused. The recommendation now goes to City Council for further hearings and action. Staff will provide a revised map and text that make clear that where Arnold Mill Hamlet standards are specified they prevail over the Rural Milton overlay, and that parcels removed from the hamlet will remain governed by the Rural Milton overlay standards.
