House Bill 13, a bill to authorize optional municipal property tax exemptions for certain housing conversions and low-income owner-occupied and first-time homebuyer projects, was introduced to the House Community and Regional Affairs Committee on March 27 and left open for further drafting and public comment.
The sponsor’s staff, Kyle Johansson, summarized the bill as “optional exemptions for municipal property tax, short term to long term, 10 year for mobile home park renovations, for low income, owner occupied, and first time homebuyers.” Johansson said the bill’s low-income language was still being refined and that committee feedback would be incorporated into a committee substitute (CS). He also said the bill intends to permit any body that implements a property tax (including boroughs) to adopt the exemptions.
The committee opened public testimony but saw no in-person or online speakers at the March 27 session; the committee left public testimony open to a future date and set the bill aside for further work. Johansson asked that the committee leave testimony open so municipalities (for example, the Municipality of Anchorage) and others could review a clean CS and provide feedback; he reported a letter of support from the Girdwood Board of Supervisors received that morning.
No formal amendments or votes were taken at the meeting. Committee staff said they will circulate a clean CS to municipalities before the next hearing and will accept written testimony to the committee email address.
