Council weighs cemetery maintenance, security cameras and long-term expansion funding

Staff advised a feasibility study that would estimate the number of additional plots, the perpetual-care funding required to maintain new acreage, and the timing of acquisition. Workshop leaders cautioned that additional cemetery acreage typically requires a dedicated funding approach so future maintenance does not fall as an unplanned burden on general revenue.
Council members asked staff to return with a feasibility assessment and a proposed funding model — for example, a perpetual-care or enterprise fund — that estimates revenues and maintenance obligations for any newly acquired acreage.
