Senate panel reviews $3 million grassland grazing grants and carryover authority as project delays persist

Senate appropriators reviewed a House decision to include $3 million from the Strategic Investment and Improvements Fund for grassland grazing grants during the March 6 department budget hearing.

Staff described the grassland grazing grants as funding to support fencing, water development and other infrastructure that enables rotational/cell grazing across mixed public-private landscapes. Committee testimony said the grants are typically reimbursable and require a local match: nonstate matching funds of $1 are required for every $4 of state grant funds, and grant work is reimbursed after receipts are submitted.

Members heard that NEPA and federal timing requirements have delayed projects; in some areas federal requirements restrict when construction can be performed (testimony cited August 1 start windows), forcing multi-year project timelines. The department also reported carryover authority is needed to finish existing projects; staff estimated $4 million–$5 million of projects exist and said current appropriations plus the proposed $3 million would help complete work over several years.

Senators questioned whether existing appropriations were already obligated; department staff said some funds are committed to projects but a portion remains unexpended while receipts are finalized and contractors finish work.
