SCIP staff explained the pooled‑fund process: contributions from participating jurisdictions are pooled and allocated by SCIP to projects that meet program requirements; the use of pooled funds requires each participating city council’s concurrence per the interlocal agreement.
Committee members asked about geographic equity and whether Federal Way projects had applied (staff said Federal Way had not submitted an application this cycle but encouraged future applications, including potential Sound Transit surplus‑property opportunities).
