Staff said the engineering estimate for the full project is approximately $750,000 and that the planned funding source is the Comcast PEG (Public Education and Government) fund — Fund 107 — which is restricted to PEG capital expenditures. Staff noted the fund balance they examined was “just over $1,000,000” when the report was prepared and that annual PEG receipts have declined with cord‑cutting. Committee members explored phasing options (priority: council chambers; then Hylabosse room, EOC, lobby display), timing (staff hopes to bid in April and schedule construction in a low‑meeting month, ideally August), and operational impacts (chambers would be out of service for roughly two months during construction; remote meetings or alternate venues would be needed). Staff said they will prepare bid documents with option A/option B components to allow council to choose priorities if bids exceed the estimate.
The committee voted to forward the authorization to bid to the April 1 consent agenda. Staff will post the bid scope and bring back contracts for council approval.
