House unanimously adopts resolution supporting U.S.-Taiwan trade ties; notes TSMC investment

The Arizona House unanimously adopted Senate Concurrent Resolution 10-39 on Wednesday, a nonbinding measure urging stronger trade relations with the Republic of China (Taiwan) and noting the economic ties between Arizona and Taiwan.

The resolution, presented on third reading, cites 2023 U.S.–Taiwan trade totals, references congressional letters advocating trade negotiations, and highlights the United States–Taiwan Initiative on 21st Century Trade. The measure notes Taiwan was Arizona's eighth-largest export market in 2023 and states that more than 7,895 Arizona jobs are supported by Taiwanese-affiliated companies and exports to Taiwan.

Representative Wilmoth moved unanimous adoption. In floor remarks, a lawmaker noted the investment by Taiwan Semiconductor Manufacturing Company (TSMC) in Arizona — describing TSMC’s expansion as “one of the largest foreign investments in United States history,” citing a figure in the resolution and floor remarks that projected the three Phoenix fabs would create thousands of high-paying jobs.

The clerk read the resolution's whereas clauses, which trace U.S.–Taiwan trade history, job counts, prior federal actions supporting Taiwan’s participation in international organizations, and a memorandum of understanding between Taiwan and the Arizona Commerce Authority. The House unanimously adopted the resolution; the clerk was instructed to record the action and convey the measure to the Senate.
