Airport trust approves multiple airline agreements, construction contracts, policy resolutions and easements

At its March 27 meeting the Oklahoma City Airport Trust approved a series of routine and project-specific items across Will Rogers World Airport, Wiley Post Airport and Clarence E. Page Airport, including airline use agreements, construction contracts, professional-services purchases, leases, policy resolutions and navigation-easement grants.

The trust approved multiple Will Rogers items including airline use and operations agreements with Frontier Airlines (retroactive to July 1, 2024, through June 30, 2029) and United Airlines (same retroactive term); an aircraft deicing/anti-icing material storage and use agreement with United; a ground services agreement for courtesy vehicles with the Citizen Potawatomi Nation; a terminal shoeshine lease with Harold Smith Jr.; construction-contract awards and ratifications for Hangar 9 HVAC replacement (Hunter Mechanical, $3,800,000) and Air Navigation Facility 1 mechanical renovations (Hunter Mechanical, $4,077,000); ratification of RFP addenda for wireless implementation and for automated teller machine operation and maintenance (including approval of the performance bond); approval to advertise bids for rehabilitation of AR Grama, Phase 1; a supplement to ABM's management services agreement adjusting the annual budget to $1,113,490; a professional-services purchase from CH Guernsey for tunnel MEP replacement (estimated $38,300); a resolution declaring a self-fueling facility surplus and authorizing transfer to 44 SH LLC; and a lease and fuel-storage agreement with 44 SH LLC effective April 2025 through March 31, 2035. The chairman requested approval for all Will Rogers items and they "passed" as presented in the meeting record.

At Wiley Post Airport the trust approved Change Order No. 2 to Rudy Construction for Hangar 14 ramp replacement (increase of $111,247 and 15 calendar days) and approved plans and a project manual to advertise bids for Gulfstream facility demolition, Phase 1. At Clarence E. Page Airport the trust approved an assignment and assumption agreement allowing Legacy Aviation Services Inc., Eric Owens and Daryl White to assign a fixed-base operator lease retroactive to April 8, 2024.

Under general business the trust approved project manuals to advertise bids for annual utilities repairs and maintenance, annual paving repairs and maintenance, and on-call wayfinding and signage; adopted revised commercial advertising and promotional advertising policies effective April 1; and adopted guidance and procedures for leafletting, solicitation and other expressive activity effective April 1.

The trust also approved three navigation and hazard easements (11401 S. Meridian Ave.; 3249 SW 104th St.; 6813 SW 128th St.) and two requisition-payment resolutions (one ratifying prior approvals and one approving requisition payments). Meeting minutes record the chairman or meeting administrator asking for a motion and second and then the item "passes" for each grouped set of agenda items; explicit vote tallies and named movers/seconders were not recorded in the public transcript.
