Assistant city attorney Stan Springerly (presenting for the interim firm) described best practices for streamlining inquiries so answers provided to individual members are shared across the council. Council asked for more time to review the policy packet; staff agreed to return with a formal draft after council members submit comments to the city manager and city secretary.
Training and travel budget: Staff showed that council training/travel has exceeded historical budgets in several recent years. Options discussed included: (a) allocating an equal per‑councilmember travel/training allowance, (b) designating a set of conferences and webinars the city will fund, or (c) keeping a lump‑sum approach with clearer reporting. Councilmembers expressed support for equitable per‑member allocations but asked staff for a detailed breakdown of past expenditures (training, meals, event tickets, etc.). No binding decision was made; council asked staff to provide a per‑line‑item backup and to return with a recommended allocation scheme.
