The treatment is intended to seal pavement and limit water infiltration that accelerates deterioration; staff said it is not an aesthetic overlay but a preservation treatment that helps avoid potholes.
Warranty and durability: Council members asked about longevity and warranty. Staff said vendors offer a multi‑year warranty (five years referenced) and that contractors will be requested to re‑inspect and correct identified defects under warranty terms. Staff emphasized that periodic crack‑sealing and maintenance remain necessary.
Vote and next steps: The contract was approved unanimously. Councilmembers expressed support for including Water Street in future phases; staff said work there would follow weather and scheduling considerations and is planned for later in the season.
