Commission approves 49.78-acre commercial replat 'Sendero' at SH 71 and FM 969

The City of Bastrop Planning and Zoning Commission voted to approve a commercial replat of the reserve tract of the Lone Star Storage Subdivision to be called Sendero, a 49.78-acre site at the northeast corner of State Highway 71 and Farm‑to‑Market Road 969.
City staff explained the replat is a phasing action that reduces the immediate footprint of development so later phases can return to the commission for further subdivision and right-of-way decisions. Staff noted the parcel includes the area adjacent to the Blakey apartments and that one interior section will be retained as Lot 2 for future planning.
City staff (identified in the meeting as "Doc") described the plan and the technical approach: the currently proposed lots will rely on private cross-access easements rather than public streets in the commercial portion, and the developer will phase the project so that future right-of-way and subdivision issues will come back to the commission. The replat was previously before the commission on Dec. 19, 2024, and staff said the drawing has not materially changed since that prior review.
Commissioners asked about traffic, emergency access and city staffing. Staff said TxDOT is working on a turn lane at the intersection, Moteway and Blakey connections are planned to improve traffic flow over time, and that access for emergency vehicles is a principal concern addressed through site design and building sprinkler systems. On staffing, staff reported the development services division is fully staffed with three technicians and additional engineering personnel, and the city is recruiting for a planner to fill a vacant position.
A commissioner moved to accept the commercial replat and the motion was seconded. The commission approved the replat by roll-call: Keith Alborn, Gary Moss, Jeffrey Estes, Patrice Parsons, Joshua Bingaman, Jordan Scott and David Burrow voted yes; Christopher Tot was absent.
Staff said the developer will return for future approvals as they phase the property. No bond amounts, financial guarantees or specific building permits were adopted at the meeting; those items will be reviewed in subsequent submittals as required by city code and site‑specific approvals.
The commission then continued with remaining items on its agenda.
