Johnson County commissioners approve contracts, handbook change and appoint Bill Long to hospital board

The actions came during a meeting that lasted about 30 minutes and covered several consent and administrative items. Michelle Hansard, director of planning and zoning, presented an annual agreement renewal for “a company that we use for online permitting and inspections.” The board voted to approve the renewal.
The board also approved a revision to the county employee handbook’s salary-continuation plan that requires employees to exhaust accrued benefit time before accessing the salary-continuation benefit. A motion to approve that update carried without further discussion.
Highway Supervisor Luke Masten presented several Indiana Department of Transportation local-public-agency (LPA) agreements for county road projects. The board ratified agreements listed during the meeting, including ICWS at Old U.S. 31 and County Road 250 South (contract 91846), ICWS at County Road 300 West and County Road 625 South (contract 91851) and a sign-replacement contract (91831). The board noted that the Bridal 98 contract (76,053) remained pending legal review.
The commissioners approved a support letter for Court Services (a grant-related item), ratified claims and credit-card statements and approved minutes from the Feb. 24, 2025 meeting. Libby, a staff member mentioned during the meeting, answered questions about claims before the board moved to approve them.
The board also moved to appoint Bill Long to the Johnson Memorial Hospital Board of Trustees to serve the remainder of a term expiring Jan. 31, 2026. Commissioners spoke positively about the pool of applicants; one commissioner said, “we were very impressed.” The motion to appoint Long passed.
Chair and other commissioners closed the meeting with brief remarks about pending state legislation; one commissioner said they were “texting with lobbyists and ICC” and asked for prayers and wisdom as the county responds to bills they view as detrimental to county authority.
